Instructions
- In a bowl, combine ground beef, Thai basil, garlic, soy sauce, oyster sauce, sugar, and black pepper.
- Mix well until all ingredients are evenly incorporated.
- Take a spring roll wrapper and place a spoonful of the beef mixture in the center.
- Fold the sides of the wrapper over the filling and roll tightly.
- Heat oil in a frying pan over medium heat.
